The U.S. Army Corps of Engineers, St. Paul District (USACE) has a requirement entitled: Red River Structure of the Fargo Moorhead Metropolitan Area Flood Risk Management Project. This six-season construction project is south of Fargo, North Dakota in Cass County, North Dakota and Clay County, Minnesota.

USACE intends to issue a Request for Proposal (RFP) in October of 2021 that is a full and open (unrestricted) competition for award of one (1) firm-fixed-price contract.

The USACE-supplied plans and specifications include, but are not limited to, a gated structure, dam walls, vehicle service bridge, mechanical platform bridge, stilling basin, dentated end sill, downstream retaining walls, approach apron, slope protection slab, and approach walls.

The North American Industry Classification System (NAICS) code for this project is 237990, Other Heavy and Civil Engineering Construction with a size standard of $39.5M. The estimated magnitude of construction is between $100,000,000 and $250,000,000. The contract will require 100% performance and payment bonds.

This synopsis is not a Request for Quote (RFQ), Request for Proposal (RFP), or an Invitation for Bid (IFB). In accordance with FAR Part 36, this is a pre-solicitation notice indicating that a solicitation for a competitive acquisition for award of one firm-fixed-price contract is intended to be publicized on https://SAM.gov on or about 12 October 2021. The plans and specifications will be detailed in the formal solicitation when issued. Proposals will be due not less than 30 days from the date the solicitation is issued. The definitive proposal due date and time will be stated in the solicitation and any associated amendments that may be issued.

No CDs or hard copies of the solicitation will be available. Interested offerors are responsible for checking https://SAM.gov for any update(s) to this Notice.
