This contract was not awarded competitively and contains several contract types such as fixed-price, cost reimbursement fixed-fee, cost reimburseable no fee, fixed price incentive firm target, cost plus incentive fee, and time and material. This contract is awarded as sole-source in acordance with FAR 6.302-1 -10 USC 2304(c)(1), Only One Responsible Source and No Other Supplies and Services Will Satisfy Agency Requirements. The combination of contract types listed above is the best approach to meet the agency need. The service is such that the level of effort is unknown and has a high degree of probability that the development is achievable.
