Background
The Bureau of Land Management (BLM) National Seed Warehouse System requires recruitment and payrolling services for seed warehouse assistance at the Ely Regional Seed Warehouse in Ely, Nevada. The goal is to support seed mixing and general warehousing duties, which are essential for fulfilling seed needs for land restoration, fuels management, and emergency stabilization projects throughout the western United States. This contract is intended to provide a contractor crew of up to six employees for a firm fixed-price contract covering a base year and four option years.

Work Details
The contractor will be responsible for recruiting, hiring, and onboarding up to six employees as needed to complete work at the Ely Regional Seed Warehouse. Tasks include:
- Providing support in seed mixing and general warehousing duties.
- Assisting with other seed warehouse activities such as preparing seed for shipment, managing incoming seed, locating seed batches within the warehouse, verifying inventory, and maintaining cleanliness.
- Ensuring compliance with the Service Contract Act by paying required wages and benefits.
- Collecting and remitting payroll taxes including FICA, FUTA, SUTA, Workers’ Compensation, and any local taxes.
- Providing a point of contact to liaise between BLM personnel and recruits.
- Processing security clearances if necessary. All supplies, materials, equipment, and utilities required for the work will be provided by the contractor.

Period of Performance
The period of performance is from September 15, 2025 to September 14, 2026 for the base year, with options to extend through September 14 of each subsequent year up to four additional years.

The contract will be performed at the Ely Regional Seed Warehouse located at 1111 Medlyn Way, Ely NV 89301.
