Description

The National Guard Bureau, Operational Contracting Division (NGB-AQ-C) intends to procure services in support of the Army National Guard G1 Human Resources Division, Recruit Sustainment Program (RSP). The Government anticipates the award of a single firm fixed-price contract. The anticipated contract will have a base year and four (4) each one (1) year options. This requirement is for the following services as described in the Draft PWS. The performance work statement shall be provided in with the posting of the solicitation. The NAICS code for this requirement has been determined to be 561110, Office Administrative Services with a Small Business Administration size standard of $12.5 million. This acquisition will be a 100% Competitive 8(a) set-aside. This synopsis is provided, in accordance with FAR Subpart 5.201, for the purposes of publicizing this proposed action and is not to be considered a request for proposal. All responsible small business sources may submit a proposal for consideration in response to the final request for proposals (RFP) when it is issued. It is anticipated that the final RFP will be posted under solicitation number W9133L24R1020. All parties interested in doing business with the National Guard Bureau are invited to access, operate, send and receive information from Sam.gov. Background

The Government anticipates the award of a single firm fixed-price contract. The anticipated contract will have a base year and four (4) each one (1) year options. This acquisition will be a 100% Competitive 8(a) set-aside.

Work Details
The contractor shall provide all personnel, equipment, tools, materials, supervision, transportation, and quality control needed to provide support services for the various offices within the National Guard Bureau (NGB) as defined within the Performance Work Statement (PWS). The services include Recruit Sustainment Program (RSP) Svcs and Service Contract Reporting (SCR) requirements. The contractor shall perform tasks such as ensuring Shipper Packets are compliant and complete pursuant to the RSP Recruit Pre-Ship Packet Review Checklist, addressing and fixing Trouble Tickets using Vulcan, creating a Monthly Status Report (MSR), monitoring and updating recruit status via email and within Vulcan, updating Vulcan’s Ship Date Management tab, conducting statistical and trends analysis using DPRO and RMS, resolving tickets within 96 hours of receipt of the trouble ticket, updating recruit status within 24 hours of a recruit's change in status, submitting accurate and complete Ship date requests in a timely manner.

Period of Performance
The Period of Performance shall be 1 Base Year of 12 months and four 12-month option years.

Place of Performance
Performance shall be at the designated RSP Site locations located throughout the 54 States and Territories.
