The U.S. International Development Finance Corporation (DFC) seeks to reduce the internal management burden of administering its Personal Services Contractor (PSC) workforce, improve the hiring and retention of the PSC workforce, and to improve hiring and retention. As well as providing the PSC workforce with competitive benefits packages reflective of the marketplace.

The U.S. International Development Finance Corporation (DFC) aims to reduce the internal management burden of administering its Personal Services Contractor (PSC) workforce, enhance hiring and retention, and provide competitive benefits packages reflective of the marketplace.

This contract is intended to resolve issues faced by DFC in managing its workforce, which supports a wide range of operational, technical, and administrative duties critical to DFC's mission of financing solutions to global challenges.

Work Details
The contractor will recruit, hire, retain, and administer Co-Employed Personnel (CEPs) for operational, technical, legal, and support positions across DFC. Key tasks include:

1. Recruitment, Hiring, and Onboarding: Streamline processes to fill 90% of CEP positions within four months; conduct interviews and background checks; facilitate the transfer of existing PSCs to this contract vehicle.

2. Salary and Benefits: Provide competitive salary and benefits packages comparable to U.S. Federal employees; maintain accurate market research for salary adjustments; document CEP performance and benefits plans.

3. Management and Administration: Minimize administrative burdens while providing high-quality HR services; maintain uniform CEP employment contracts; establish a performance management system with quarterly feedback and annual reviews; achieve an annual retention rate of at least 90%.

4. Travel: Provide 24/7 travel support for all CEPs under the contract in accordance with Federal Travel Regulations.

Period of Performance
The contract is anticipated to last for one year with four optional one-year periods.

Washington, DC area with potential for worldwide deployment of CEPs.
