AMENDMENT 0002: THE PURPOSE OF THIS AMENDMENT IS TO PROVIDE ANSWERS TO QUESTIONS RECEIVED REGARDING THE RFP.

What area or areas would a successful contractor conduct inspections and hold training?

The RFQ does not have any requirement for inspections. Task 2 describes the training tasks required. Training primarily consists of developing and providing materials and holding webinars relating to trails as described in Task 2.

How heavily is it weighted if a company does not have experience working with State agencies responsible for the Recreational Trails Program (RTP), with Federal and State recreational trail programs, and with trail program administration?

See Page 4, Technical Capability factors. A successful contractor will need to demonstrate experience working with State agencies responsible for the RTP.

How many FTEs are expected for this requirement?

The contractor will determine the appropriate level of FTE over the 5-year time frame for the contract.

What is the value of this requirement?

$1.5 million to $2 million over the total contract period

The last annual recreational trails report was completed in 2021 and covered the period from FY 1993 - FY 2020. There has been a gap in the creation of the annual reports. What are the requirements for "catching up" the annual reports? Assuming a January 2025 award, when would the first annual report be due and what time period does it need to cover?

The next report would cover FY 2022 through 2024, but should concentrate on the current status as of FY 2024. There is no requirement to develop individual annual reports for the missing years. The Government will provide the draft FY 2022 report (covering FY 2021) to the winning quote for a sample, but the contractor would not be responsible for completing that report. The contractor should propose a reasonable timeframe for completing the first report (covering FY 2022-2024) and for subsequent reports covering each subsequent year. Potential goals could be associated with expected release at a national conference (such as the International Trails Summit) or a national event (such as National Trails Day). [Both of the 2025 events may be unrealistic for the initial FY 2022-2024 report.]

Please, provide clarification of the requirements or expectations for 40 hours per month for on-call technical assistance?

The 40 hours are an average estimate of time that the contractor team may need each month to handle inquiries from FHWA staff, the States, and the public, such as assistance using or understanding the database or answering questions that may come up. If not needed, the hours can be redistributed among other Task 2 work.

The objectives of this contract are:

  • Develop and provide technical assistance and training resources related to recreational trails for State agencies and project sponsors, and to provide resources related to trail planning, design, construction, operations, and maintenance.
  • Develop, operate, update, and maintain a searchable RTP database in cooperation with State agencies responsible for the RTP.
  • Develop and provide annual reports on RTP funding

Background
The Federal Highway Administration’s (FHWA) Recreational Trails Program (RTP) provides funds to the States to develop and maintain recreational trails for motorized and nonmotorized use.

This contract aims to expand the scope of previous RTP contracts by providing technical assistance and training resources in cooperation with FHWA and the States, addressing the needs of project sponsors who require support in planning, designing, developing, and managing trail projects.

The program has funded approximately 30,000 RTP projects since its inception in 1993, with 600 to 1,000 new projects initiated each year.

Work Details
The Contractor shall perform the following tasks:
1. Project Management: Develop a Draft Project Management Plan within 2 weeks of award; conduct a kick-off meeting within 3 weeks; provide monthly status reports and invoices; develop a Quality Control Plan within 30 days of award.
2. Develop and Provide RTP Technical Assistance and Training Resources: Offer information to assist FHWA, States, and project sponsors with trail program administration and project management.
3. Develop, Operate, Update, and Maintain a Searchable RTP Database: Ensure data security while hosting the database for the contract duration.
4. Develop and Provide Annual Reports on RTP Funding: Create detailed reports that provide more information than previous annual reports.
5. Develop a Transition Plan for the end of the contract period.

Period of Performance
The contract is set for a firm-fixed price over a period of 24 months with options for additional years.

Place of Performance
The work will be performed throughout the continental United States.
