Recovery Technology Programs Division (RTPD) Blanket Purchase Agreement (BPA)

The Department of Homeland Security (DHS), specifically the Federal Emergency Management Agency (FEMA), is seeking to award a Blanket Purchase Agreement (BPA) under the General Service Administration (GSA) Federal Supply Schedule (FSS) for the Recovery Technology Programs Division (RTPD). The BPA will be solicited under GSA Schedule 70, Special Item Number (SIN) 132-51 and 54151S, with a 100% set-aside for 8(a) program GSA schedule holders. The BPA will be based on the Quoter's current GSA Schedule 70 contract and any additional discounts provided. The estimated volume of purchases under the BPA is approximately $75 million over a five-year term.

The work to be acquired under this BPA includes computer system design services related to the recovery technology programs of FEMA. The contractor will be responsible for providing technical support, personnel, and expertise to assist FEMA in its recovery efforts. The contractor may be required to work from their facility in the Washington DC Capitol Region or other agreed-upon locations, and occasional travel to FEMA facilities and disaster field sites may be necessary.

The BPA will have a base period of performance of 12 months, with four option periods of 12 months each. Orders issued against the BPA will have their own period of performance, which may be up to five years. The contractor will be required to perform work during normal business hours, but there may be occasions when work outside of normal hours is necessary due to FEMA's response to disaster activities.
