The Support Equipment and Vehicles Division at Robins AFB, Georgia (AFLCMC/WNZ) has a requirement, applicable to the Recovery of Airbases Denied by Ordnance (RADBO) system, to procure the production, integration and sustainment of the Zeus III Laser System onto 13 Mine Resistant Ambush Protected (MRAP) Cougar Variant Vehicles along with 13 interrogation arms. (Note: The Government does not intend to procure the MRAP Cougar Variant Vehicle or the interrogation arm under this effort.)
The RADBO system is comprised of three main components: the Mine Resistant Ambush Protected (MRAP) Cougar Vehicle, the Zeus III Laser System, and an Interrogation Arm. The system integrates a commercial off the shelf (COTS) Stand-off Unexploded Ordnance Disrupter (ZEUS III Laser system) and a lightweight interrogation arm onto a Mine Resistant Ambush Protected (MRAP) Cougar Variant Vehicle, producing an Explosive Ordnance Disposal (EOD) system that disarms unexploded ordnance and improvised explosive devices during runway and airbase recovery operations.
This effort will result in a definitive contract to include Firm-Fixed Price (FFP), Time and Materials (T&M), and Cost Reimbursement-No Fee (CRNF) contract line item numbers (CLINs). Under the basic period of this contract, the Government intends to acquire 16 each Zeus III Laser Systems (13 for integration, two (2) spares, and one (1) for testing) and will include sustainment support for two (2) RADBO systems. The remaining three (3) unpriced twelve (12) month option periods will include sustainment support for the fielded RADBO systems.
The RFP will be issued sole source to Parsons Government Services, Inc. (1BVK6) in accordance with FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.
