Background
The Export-Import Bank of the United States (EXIM Bank), located in Washington, DC, is issuing this Request for Quotations (RFQ) to establish multiple Blanket Purchase Agreements (BPAs) for loan recovery assistance in Mexico.

Work Details
The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform loan recovery services as stated in the Performance Work Statement.
Specific tasks include:
1. Collection of balances on paid claims under EXIM's credit guarantee and insurance programs.
2. Legal enforcement actions as necessary to recover funds.
3. Asset protection measures for EXIM claims.
4. Restructuring of debts where applicable.
5. Servicing of claims involving obligors and guarantors.
6. Coordination with local counsel as required for legal matters in Mexico.

Period of Performance
The anticipated BPA period is five years from the effective date stated in each BPA, with a potential extension up to six years if needed.

Place of Performance
The principal place of performance is Mexico; however, work may also be performed at the Contractor's facilities or at EXIM offices in Washington, DC when necessary.

Bidder Requirements
Bidders must maintain an active registration in the System for Award Management at the time of BPA establishment and during performance.
Bidders should have relevant experience in providing legal and recovery services specifically within Mexico.
