Recovery Dominican Republic BPA

Background
The Export-Import Bank of the United States (EXIM Bank), located in Washington, DC, is seeking to establish a Blanket Purchase Agreement (BPA) for recovery assistance in the Dominican Republic. The goal of this contract is to engage a qualified vendor to provide collection, servicing, legal enforcement, restructuring, asset protection, and recovery services for EXIM claims involving obligors, guarantors, assets, or enforcement activity located in the Dominican Republic.

Work Details
The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform loan recovery services as stated in the Performance Work Statement. Specific tasks include:
- Collection of balances on certain paid claims under EXIM's credit guarantee and insurance programs.
- Legal enforcement actions related to asset recovery.
- Restructuring of claims as necessary.
- Asset protection services for EXIM claims.
- Due diligence and contingency fee structures based on successful recoveries.

The estimated aggregate ordering amount under each BPA may not exceed approximately $7,500,000 during the five-year BPA period.

Period of Performance
The anticipated BPA period is five years from November 1, 2026 to October 31, 2031.

Place of Performance
The principal place of performance is the Dominican Republic. Work may also be performed at the Contractor's facilities or at EXIM offices in Washington, DC.

Bidders must maintain an active registration at the time of BPA establishment and during performance. Proposals must satisfy all provisions contained within the applicable RFQ and Performance Work Statement.
