Background
The Export-Import Bank of the United States (EXIM Bank) is seeking to establish a Blanket Purchase Agreement (BPA) for recovery assistance in Brazil. The goal of this contract is to engage a qualified vendor to provide collection, servicing, legal enforcement, restructuring, asset protection, and recovery services related to EXIM claims involving obligors, guarantors, assets, or enforcement activities located in Brazil.

Work Details
The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform loan recovery services as stated in the Performance Work Statement. Specific tasks include:
- Collection and servicing of claims under EXIM's credit guarantee and insurance programs.
- Legal enforcement actions as necessary.
- Restructuring of obligations related to claims.
- Asset protection measures for EXIM interests.
- Recovery services for assets or enforcement activity located in Brazil.

The contractor must also ensure compliance with all applicable regulations and provide deliverables in English.

Period of Performance
The anticipated period of performance for the BPA is five years from the effective date stated in each BPA, with potential extensions up to six years depending on specific terms and available funding.

Place of Performance
The principal place of performance is Brazil; however, work may also be performed at the Contractor's facilities or at EXIM offices in Washington, DC when necessary.
