Background
The Social Security Administration (SSA) is issuing a Request for Proposal (RFP) for the Ticket Program Manager (TPM) contract. This contract aims to assist the SSA in managing the Ticket-to-Work program, which supports individuals with disabilities in gaining employment. The contract will be a cost-plus-award-fee (CPAF) type, with a one-year base period and four optional one-year periods.

Work Details
The contractor will be responsible for providing all personnel, materials, services, and facilities necessary to perform the requirements outlined in the Statement of Work (SOW). Key tasks include:

- Monitoring technical progress
- Interpreting the SOW and performance requirements
- Performing technical evaluations and inspections
- Assisting in resolving technical problems
- Certifying invoices for payment
- Initiating Contractor Performance Assessment Reports (CPAR).

Specific deliverables include managing beneficiary outreach, operating contact centers, maintaining Ticket Program websites, administering payment processes for Employment Networks (ENs), and ensuring compliance with security regulations regarding Personally Identifiable Information (PII). The contractor must also develop innovative outreach methods and provide training to stakeholders.

Period of Performance
The contract has a base period from November 1, 2025, to October 31, 2026. There are four optional periods extending annually until October 31, 2030, followed by a transition-out period from November 1, 2030, to April 30, 2031.

Place of Performance
Services will primarily be performed at the contractor's facility.
