Background
The Federal Emergency Management Agency (FEMA, or the Agency) Logistics Management Directorate (LMD) provides logistics capabilities to procure and deliver goods and services that support disaster response and recovery operations for disaster survivors and communities. The primary mission of LMD is to deliver the right resources, at the right place, at the right time, to support state, local, tribal governments, and territories. The TTHU program, within the LMD, is seeking disaster housing planning services to support direct temporary housing implementation.

Work Details
The offeror will provide technical and project management expertise in direct housing services. This includes providing credible, objective, and timely evaluation necessary to determine if direct housing assistance is needed, develop a mission plan for TTHUs, provide detailed information on local codes, permitting requirements, installation and transportation restrictions, points of contact for state and local authorities, and other information necessary from the TTHU mission perspective.
Additionally, the offeror shall also support non-disaster missions. The offeror shall provide a comprehensive suite of architectural and engineering services including design solutions considering all programmatic requirements and any special functions requirements.

Period of Performance
FEMA anticipates the need to provide support for up to five Presidentially declared disasters within any given 12 consecutive month period. The offeror shall have the capability to respond to simultaneous disasters.
FEMA anticipates the need for personnel to be able to deploy within 24 hours CONUS and 72 hours OCONUS from date of award.
