REC Proposed Additional Ordering-ceiling Increase

Background
The Air Force, through 772 ESS/PKA, is conducting a Request for Information (RFI) to gather insights from construction contractors regarding the potential impacts of extending the ordering period for the Regional Engineering & Construction Contract (RE&C) Indefinite Delivery/Indefinite Quantity (ID/IQ) contract.

The goal is to incorporate an additional sixteen-month ordering period and increase the contract ceiling from $2.5 billion to $2.75 billion, reflecting a $225 million increase. This increase is based on validated requirements for Facilities, Sustainment, Restoration, and Modernization (FSRM) projects within the Continental United States (CONUS) Air Force construction requirements for fiscal year 2025 through the first quarter of fiscal year 2026.

The RE&C contract was initially awarded as a 100 percent Small Business Set Aside.

Work Details
The RFI seeks information on how an additional sixteen-month ordering period would impact contractors' business operations and how a $225 million ceiling increase would affect their business plans.

Contractors are asked to consider the implications of these changes on their ability to fulfill construction requirements related to FSRM projects suitable for procurement under the RE&C contract.

Period of Performance
The additional sixteen-month ordering period will end on March 9, 2026, for the RE&C West Region and April 6, 2026, for the RE&C Central and East Regions.
