SOLICITATION NOTICE: This solicitation is issued as a 100% Total Small Business Set-aside, pursuant to FAR Parts 5, 14, & 19.

Proposals are due on August 3, 2026 at 2:30 PM EST and must include the attached price proposal form. Proposals received after the due date may be deemed late and may not be considered for award. Proposals will be accepted via email to Odalys McGee Contracting Officer at Odalys.McGee@uscg.mil, and must copy Greg Hodgson, Contracting Officer at Gregory.Hodgson@uscg.mil. Proposals submitted via any other means will not be evaluated for this procurement. The sender is responsible for confirmation of receipt. Proposals must be received by the date and time specified above (unless changed via Amendment). The USCG is not obligated to review or accept submissions after the deadline.

Background
The U.S. Coast Guard (USCG) is issuing this solicitation for the reconstruction of the Bahia de Guayanilla Entrance Range Rear Light (RRL), which is part of their mission to maintain navigational aids. This project aims to ensure the functionality and safety of maritime navigation in Puerto Rico.

Work Details
The contractor will be responsible for all labor, tools, equipment, materials, and supervision necessary for the demolition/removal and new construction of the aid-to-navigation (ATON) structure at Bahia de Guayanilla, Puerto Rico. The work includes:
- Demolition and removal of the existing structure
- Construction of a new aid-to-navigation structure
- Compliance with Contract Specifications (13832866) and Contract Drawings (M13832866). All work must adhere strictly to these specifications.

Period of Performance
The contractor must begin performance within 10 calendar days after receiving notice to proceed and complete the work within 180 calendar days.
