(i) This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation will not be issued.
(ii) Solicitation number 140R2025Q0066 is issued as a Request for Quote (RFQ).
(iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2025-05, as of August 7, 2025.
(iv) This acquisition is open market, Women Owned Small Business (WOSB) set aside. The NAICS code is 541690 and the size standard is $19 million.
(v) The contract line items are listed in the price schedule of the solicitation package. Please provide your fully burdened labor rate for each labor category and cost for equipment, software, travel, etc.
(vi) This requirement is for an organization to provide ecological monitoring and research in the Sacramento-San Joaquin Delta to better document and understand the effect of the Central Valley Project (CVP) operations on hydrological, biogeochemical, sediment, and ecological characteristics of the system as identified in this PWS.
(vii) The period of performance is expected to be one (1) year and one (1) month from 10/1/2025 through 10/31/2026.

Background
The Bureau of Reclamation is issuing this solicitation to acquire services for ecological monitoring and research in the Sacramento-San Joaquin Delta. The goal is to better document and understand the effects of Central Valley Project (CVP) operations on hydrological, biogeochemical, sediment, and ecological characteristics of the system. This initiative aligns with Reclamation's mission to operate and maintain the CVP for navigation, flood control, fish and wildlife mitigation, agricultural water supply, power generation, and recreation in an environmentally responsible manner.

Work Details
The contractor will perform high-frequency monitoring for flow, water quality (including chlorophyll, nutrients, and phytoplankton species composition), sediment, and biological responses at key locations in the Delta. Specific tasks include:

1. Collecting hydrodynamic data such as continuous water level, velocity, and flow to inform transport and mixing processes affecting fish habitat and wetland inundation.

2. Gathering water-quality data including temperature, specific conductance, turbidity, dissolved oxygen, pH, chlorophyll levels, and nutrients using YSI EXO2 multiparameter sondes.

3. Monitoring phytoplankton species composition through discrete sampling and deployment of in situ multiparameter fluorometers.

4. Assessing sediment distribution through suspended sediment concentration measurements using D96 samplers.

5. Providing real-time data delivery through curated summaries and interactive dashboards.

6. Conducting biological sample collection and processing while ensuring data quality control and assurance.

Period of Performance
The contract will be performed over a period of one year and one month from October 1, 2025 to October 31, 2026.

Place of Performance
The work will be conducted primarily in the Sacramento-San Joaquin Delta region with potential access to private properties as necessary for field surveys.
