THIS NOTICE OF INTENT IS NOT A REQUEST FOR QUOTES. A DETERMINATION NOT TO COMPETE THE PROPOSED PROCUREMENT BASED UPON RESPONSES TOTHIS NOTICE IS SOLELY WITHIN THE DISCRETION OF THE GOVERNMENT.

Medical Readiness Contracting Office - Pacific hereby provides notice of its intent to award a sole-source, firm fixed price contract under the authority of FAR 13.106-1(b)(1). As a result, the Government intends to award directly to Roche Diagnostics Corporation, Indianapolis, IN 46256, CAGE 51169, in accordance with FAR 13.106-1(b)(1). This requirement is expected to be an indefinite delivery indefinite quantity (IDIQ) contract for a 3-year ordering period.

This requirement is for the procurement of the reagents, supplies, training and maintenance for the government owned Roche Diagnostic Total Laboratory Automation system. Only an authorize service provider can provide these supplies/services because these supplies/services are unique for the Roche Diagnostic Total Laboratory Automation system. Roche Diagnostics Corporation is the only business available to provide these supplies/services.

The attached performance work statement and salient characteristics detail the requirements of this anticipated contract action. Market Research has demonstrated that the intended awardee is the only business that is able to meet the requirements.

THIS NOTICE OF INTENT IS NOT A REQUEST FOR QUOTES; no solicitation or RFQwill be forthcoming.
Any firm that believes it can provide the stated supplies can provide supportingdocuments demonstrating their capabilities and certifications. Interested partiesmay identify their interest and capability to respond to this requirement no laterthan Thursday, 28 August 2025 at 11:00 AM Pacific Time.

All documents submitted will not be returned. Responses received may be used for future acquisitions. All interested parties shall submit clear and convincingdocumentation demonstrating their capabilities to satisfy the requirementscontained within the attached Statement of Work. The capability documentation should include general information and technical background describing in detail the prospective contractor's capabilities and experience that willdemonstrate the ability to support these requirements.

Interested parties are encouraged to furnish information by email only with subject line stating - RESPONSE TO INTENT TO SOLE SOURCE FOR W81K0225QA082. This procurement will be prepared in accordance with FAR Part 13, Simplified Acquisition Procedures.

Medical Readiness Contracting Office - Pacific will NOT be responsible for any costs incurred by interested parties in responding to this notice of intent. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.

Background
The Medical Readiness Contracting Office - Pacific intends to award a sole-source, firm fixed price contract to Roche Diagnostics Corporation, located in Indianapolis, IN. This contract is expected to be an indefinite delivery indefinite quantity (IDIQ) contract for a 3-year ordering period.

The purpose of this contract is to procure reagents, supplies, training, and maintenance for the government-owned Roche Diagnostic Total Laboratory Automation system. Roche Diagnostics Corporation is the only authorized service provider capable of fulfilling these unique requirements.

Work Details
The contractor will provide the following:
- Reagents, supplies, training, and maintenance for the Roche Diagnostic Total Laboratory Automation system.
- A fully automated system that includes discrete random access chemistry/immunochemistry analyzers capable of performing required assays.
- Delivery, installation, all calibrators/standards, reagents/reagent packs, and quality control materials necessary for specified assays.
- Method validation in accordance with CLIA/NCCLS/DPALS QM guidelines.
- Emergency orders delivered within 24 hours and regular orders within ten working days.
- Maintenance services including preventive maintenance and unscheduled repairs at no additional cost.
- Initial on-site operator training at Madigan Army Medical Center (MAMC) for technicians prior to use of the analyzer for patient testing.
