Ready Relevant Learning Ecosystems (RRLE)   3

DESCRIPTION: The Naval Surface Warfare Center, Dahlgren Division, Dam Neck Activity (NSWCDD DNA), is seeking proposals for the development of My Navy Learning (MNL)/Surface Training and Readiness Management System (STRMS) integrated and interoperable computer software applications and associated frameworks that create a Sailor focused interface providing easy access to all Navy learning to empower Sailors' use of education, training, and professional development resources.

PROPOSAL DUE DATE: Proposals must be submitted as specified within Section L of the solicitation. They shall be submitted on or before the date and time specified in Block 9 of Page 1. Late proposals will not be eligible for award.

CRITICAL DATES: This solicitation represents the Government's requirements and shall be the governing document. All questions regarding this requirement shall be submitted in accordance with the instructions listed within the solicitation. The questions and answer period is provided in Section L. The estimated date of award and proposal validity date are also provided in Section L.

ADVANCED NOTICE: A Sources Sought was posted on 07 July 2021 for this requirement. Offerors may access all pertinent information via the Sam.gov portal under the Opportunities titled Ready Relevant Learning Ecosystems (RRLE)".

COMPETITION APPROACH: This requirement is competed unrestricted.

INCUMBENT CONTRACTOR: This is a new requirement.

CONTRACT TYPE: The Government contemplates the issuance of a single IDIQ contract with Cost-Plus-Fixed-Fee, and Cost Reimbursement ordering provisions resulting from this solicitation.

GENERAL INFORMATION: Notification of any changes to the Solicitation (Amendments) shall be made only on the Sam.gov website. Therefore, it is the Offeror's responsibility to check the internet sites daily for any posted changes to the Solicitation.

NSWCDD uses electronic commerce (EC) to issue requests for proposals (RFPs) and amendments to RFPs. Paper copies of the RFP will not be provided.

BEST-VALUE SELECTION PROCEDURES: The Government intends to make a single award to Offeror that represent the best value to the Government, price and non-price factors considered. Instructions and evaluations factors are provided in the solicitation.
