Background
The Reactor Compartment Disposal (RCD) Land Haul IDIQ solicitation is issued by the U.S. Department of Energy (DOE) for the purpose of off-loading and transporting large packages containing radioactive material and dangerous waste from the Port of Benton in Richland, Washington to the Hanford Site.

The contract aims to ensure safe and compliant disposal of defueled, decommissioned submarine reactor compartments designated as Group 'C' packages, which weigh between 1500 and 1680 short tons. The DOE's mission includes managing hazardous waste and ensuring environmental safety at the Hanford Site.

Work Details
The contractor shall perform the following tasks under this contract:
1. Ground a barge carrying radioactive and dangerous waste packages at the Port of Benton barge slip.
2. Off-load the package from the barge and haul it approximately 26 miles overland to Trench 94.
3. Unload the package from the transporter and deliver it to its final location in Trench 94.
4. Ensure compliance with all safety regulations during transport, including conducting inspections, surveys, and maintenance as specified in line items '001', '003', '006', '007', and '008'.
5. Provide engineering design services and fabrication/shop labor to resolve unanticipated issues that may arise during operations.
6. Conduct testing, certifications, and safety checks on equipment used for lifting and transporting packages.
7. Submit a final report detailing all phases of operations after each package delivery, including any encountered problems or delays.

Period of Performance
The period of performance will span multiple shipping seasons, specifically during fall (August through October) or spring (March through April), with task orders issued as needed throughout this timeframe.

Place of Performance
The contract will be performed primarily at the Port of Benton in Richland, Washington, and at various locations within the U.S. Department of Energy’s Hanford Site.
