Description

Background
The Defense Logistics Agency (DLA) is issuing a Justification and Approval (J&A) for the acquisition of supplies/services on other than a full and open competition for Non-NSN and LSN acquisitions. The procurement includes a requirement for tu key vertical turning machines and a Kundel Bridge Crane with RM Hoist. The statutory authority permitting other than full and open competition is 10 U.S.C. 3204(a)(1) — Available from only one or limited number of sources.

DLA Aviation (VICA) has a requirement for tu key vertical turning machines, specifically (4) DOOSAN PUMA VTR1620M, including installation, training, IUID tag, technical data, OSHA, and shipping. The procurement also includes a brand name requirement for Kundel Bridge Crane with RM Hoist complete with structural rail system and electronic components, identified by estimate number 16998-TS3. The procurement will involve synopsizing the acquisition to solicit offers from as many sources as practicable.
