RCD Barge Towing IDIQ   3

Background
The solicitation is for a Reactor Compartment Disposal Towing IDIQ contract. The contract involves transporting loaded barges from Puget Sound Naval Shipyard & Intermediate Maintenance Facility (PSNS & IMF), Bremerton, Washington (WA), to the Port of Benton barge slip, near Richland, WA, on the Columbia River. The objective is to safely and reliably transport the loaded barge to the Port of Benton barge slip and return the empty barge to the PSNS & IMF facility in Bremerton. The contract imposes additional requirements to enhance safety and reliability, including equipment redundancy requirements, procedures, and reporting documentation.

Work Details
The contract includes towing and associated services for Reactor Compartment Disposal (RCD) barges over a period of five years. Each tow will consist of one or two barges with deck mounted cargo, consisting of a single sealed reactor compartment disposal package on each barge. The contractor shall use best towing industry practices to maximize safety and reliability. The contractor will be responsible for providing a detailed Tow Plan and Voyage Schedule at least 60 calendar days before the departure date. Upon arrival at the Port of Benton barge slip, custody of the cargo package will be transferred to a Landhaul Contractor for unloading.

Period of Performance
The period of performance is over five years, with individual task orders issued for each year's towing services.

Place of Performance
The contract work will be performed from PSNS & IMF Bremerton, WA to Port of Benton barge slip in Richland, WA.
