The U.S. Army Corps of Engineers (USACE), Baltimore District has a requirement for construction at the Raystown Lake Project for a large scale hydraulic mechanical gate and bulkhead replacement work, complicated crane rigging within a confined tower, and concrete demolition and repair at multiple locations with restricted access and challenging placements including vertical surfaces, sloped slabs, and slippery/wet areas. A site visit is scheduled for Thursday, April 18, 2024 at 10:30 AM EST. See enclosed Request for Proposal (RFP) and corresponding attachments for details. \The purpose of amendment 0001 is to extend the proposal due date to May 17, 2024, and to notify offerors of the availability of site videos to supplement the site visit. Due to the large sizes of the files, send an email to Rosemarie.E.Rollins@usace.army.mil to request copies of the videos, which will be downloadable from DoD SAFE. \ The purpose of amendment 0002 is to provide a list of site visit attendees. No additional organized site visits will be scheduled. \ The purpose of amendment 0003 is to extend the deadline for submission of RFIs from May 2, 2024 to May 17, 2024 at 11:00 AM EST, and to extend the deadline for submission of proposals from May 17, 2024 to June 04, 2024 at 11:00 AM EST. Additional amendment(s) to follow with responses to RFIs received. \ The purpose of amendment 0004 is to provide Projnet RFI responses from April 10, 2024 though May 20, 2024, to revise the Instructions to Offerors and Evaluation Criteria, and to extend the proposal due date and time to June 07, 2024 at 11:00 AM. Background
The U.S. Army Corps of Engineers (USACE), Baltimore District has a requirement for construction at the Raystown Lake Project for a large scale hydraulic mechanical gate and bulkhead replacement work, complicated crane rigging within a confined tower, and concrete demolition and repair at multiple locations with restricted access and challenging placements including vertical surfaces, sloped slabs, and slippery/wet areas. This project will be a competitive, firm-fixed price design-bid-build contract procured via a Request for Proposal (RFP) in accordance with the Tradeoff source selection process. This construction project is being solicited as a total Small Business Set-Aside.

Work Details
This requirement consists of replacement of the warm water slide gate system within the primary spillway structure of the dam, two bulkheads 170 ft. below the lake water surface, and four tunnel outlet gates within the tunnel outlet structure. Work also entails full reconstruction of joints and concrete repairs within the spillway.

The warm water slide gate system operates 40 to 60 times per year, depending on the amount of precipitation and powerhouse operation. It is the primary outlet for regulating reservoir level (aside from the powerhouse activities) and regulates downstream water temperature for fish and wildlife management. A single, hydraulically operated, vertical lift gate controls the amount of flow by changing the gate’s vertical position. This gate is to be replaced.

The tunnel gates system consists of four hydraulically operated vertical lift gates that partially regulate the reservoir level. The tunnel gates are located at the base of the tunnel control (intake) tower, which is adjacent to the Raystown Dam primary spillway. The existing tunnel gates system (including hydraulic hoist system, mechanical linkages, controls, lighting, and the HSS gates) is original to the construction of the dam, is at the end of its expected design life, and will undergo full replacement. Flow into the tunnel is currently blocked by two temporary bulkheads at the upstream end of the tunnel. These bulkheads have been redesigned and will undergo full replacement.

Joints within the chute slab of the primary concrete spillway require reconstruction to meet modern criteria. Work entails hydro-demolition of concrete along the joints, placement of waterstops and dowels, placement of shrinkage-compensating concrete, and final sealing of joints.

Period of Performance
The Contractor shall begin performance within 15 calendar days and complete it within 1095 calendar days after receiving award notice to proceed.
