Background
Eglin AFB is conducting a commercial solutions opening (CSO) Call, under the Finding Agile Solutions for test (FAST) CSO FA9302-21-S-C001, authorized by Section 803 of the FY22NDAA, Authority to Acquire Innovative Commercial Products and Commercial Services using General Solicitation Competitive Procedures. This provides the DoD with permanent CSO authority codified in 10 U.S.C. 3458. Under a CSO, the Air Force may competitively award proposals received in response to a general solicitation, similar to a broad agency announcement, to acquire innovative commercial items, technologies, and services, based on a review of proposals by scientific, technological, or other subject-matter expert peers within the Air Force.

SOW:
STATEMENT OF WORK (SOW) TEMPLATE TO BE USED BY CONTRACTORS TO GENERATE AND SUBMIT A PROPOSED SOW IN RESPONSE TO COMMERCIAL SOLUTIONS OPENING (CSO) TOPIC EAFB-001 Contractor SOW shall use this structure and address each section. Contractor shall enter “Not Applicable” in a particular section as needed.

Section 5 – PWS Tasks for Meeting Field Engineer Support Requirements (list each by separate alpha/numeric paragraph) (Gov’t CDRLs contained in Exhibit B shall be referenced for delivery in the tasks) • Language from the SOO may be incorporated as needed • Demonstrate ability to meet objectives outlined in the SOO • Language will be incorporated into paragraphs 1.6.2.1 through 1.6.2.7 and paragraphs 1.6.3.1 through 1.6.3.2 of the PWS Template after selection notification

Section 13 - Required Government Furnished Information (GFI) Including Technical Data Due to military installation access requirements only US citizens and legally admitted foreign nationals shall be used on this project.
Section 14 – Comprehensive List of Deliverable Items • Please list all of the hardware and software deliverables by CLIN without any pricing information. All pricing information shall be restricted to the Price Volume. • Please list field engineering hours to be provided on an annual basis by CLIN along with details of the scope of work to be provided. • Please list all of the CDRLs provided in the RFP and any supplementary data to be delivered.
