Description

THIS RFI IS NOT A REQUEST FOR PROPOSAL. It is a market research tool being used to determine potential and eligible vendors capable of providing the overall services described herein prior to determining the method of acquisition and issuance of a Request for Proposal (RFP). The Navy is not obligated to and will not pay for any information received from potential sources as a result of this notice.

This effort will be in support of the Recovery Assist, Secure, and Traverse (RAST) System by proactively reviewing the RAST system and components to identify risk items and propose new components in advance of obsolescence issues. Engineering Support will analyze all projects to identify/determine predictive indicators or trends on wind-down of components including: tracking extended lead-times/late deliveries, reporting on pricing increases (over inflation/market trends) and reviewing industry planned electronic obsolescence. Engineering support will: identify alternate vendors for supply for same/similar equipment for Engineering Change Proposal (ECP) submission and alternate vendors for supply for same/similar equipment for ECP submission, update/review the spares lists (depot level and carry on board), contribute to the USN RAST Diminishing Manufacturing Sources and Material Shortages (DMSMS) reviews and coordinate with Manufacturing Engineering for planning and testing of new components. Solutions must be forward fit and back fit.

This is not a request for competitive proposals. However, responsible sources are encouraged to submit a response to this request for information in writing that contains information that may be used by the Government to determine whether or not to conduct a competitive procurement. A determination by the Government not to open this requirement to competition based upon response(s) to this notice is solely within the discretion of the Government. Responses must be received within five (5) days of publication of this notice. Any responses should Reference N6833524R0002. Information provided herein is subject to change and in no way binds the Government to solicit for an award of a contract.
