The contractor shall accomplish a complete biological survey and cultural survey. The survey shall include information from 24,000 acres located on BLM property on the Rasor Road OHV property. The Rasor Off-Highway Vehicle Area is a more remote area for the off-highway vehicle users. The elevations range from about 2,427 feet elevation down to about 1,275 feet elevation at the Mojave River. Rasor Off-Highway Vehicle (OHV) open area encompasses nearly 24,000 acres of public land along with a few private sections. The Special Recreation Management Area is located about 50 miles east of Barstow, CA. SUBMITTAL OF QUESTIONS Questions are Due by Thursday, February 1, 2024, at 10:00 AM Pacific Time (PT). Questions are to be submitted by email to the Contracting Officer, Laurie Ehlinger, lehlinger@blm.gov. Only those firms submitting as the Prime are to submit offers and questions to the government. The Bureau of Land Management's Barstow Field Office is seeking a contractor to prepare the Off Highway Vehicle Recreation (OHV) Area Management Plan for the Rasor Road OHV area located in California. The Rasor Off-Highway Vehicle Area is a remote area covering nearly 24,000 acres of public land. The contractor will be responsible for conducting a complete biological survey and cultural surveys, covering at least 50 acres, as well as a desktop review of existing information. They will also develop and publish the OHV management plan, following current BLM standards and samples from existing plans. The period of performance for this contract is from the date of award through December 2025, with the place of performance being the Rasor Road OHV Open Area, except for meetings which will be held at the Barstow Field Office.
