Rangoon CMR Asbestos Ceiling Replacement

Background
The U.S. Embassy Rangoon requires the services of a general construction company to perform general building maintenance and repairs for the Chief of Mission Residence (CMR) located at Prome Road, Mayangone Township, Rangoon, Burma. The goal of this contract is to replace asbestos ceiling panels with gypsum ceiling boards as part of the renovation efforts.

Work Details
The contractor shall furnish and install all materials required for the ceiling replacement project. The scope includes:
1. Replacement of removed asbestos ceiling panels with gypsum ceiling boards of matching thickness and similar appearance, subject to approval by Embassy subject matter experts. The total replacement area is approximately 1,310 square feet.
2. Provision of insulation, framing, reinstallation of lighting, and painting to fully restore the original function and finish of the affected areas.
3. All replacement wood must be properly seasoned and approved prior to installation.
4. The contractor is responsible for providing all personnel, supervision, equipment, tools, and materials necessary to complete the work.
5. Work must comply with safety regulations including EM 385-1-1 and OSHA standards.

Period of Performance
The contract will be executed under a firm-fixed price with a period of performance of 25 working days from Notice to Proceed (NTP).

U.S. Embassy Rangoon, Prome Road, Mayangone Township, Rangoon, Burma.

Bidder Requirements
Offerors must meet several qualifications including:
1. Ability to understand written and spoken English.
2. Established business with a permanent address in Yangon or plans to establish one within 30 days post-award.
3. Demonstrated prior construction experience with suitable references.
4. Necessary personnel, equipment, and financial resources for project completion.
5. All required local licenses and permits.
6. Compliance with local insurance requirements.
7. Ability to provide adequate performance security such as bonds or guarantees.
8. No adverse criminal record or political affiliations contrary to U.S. interests.
