Ranges Training and Land Program (RTLP) RangeSight Line of Sight (LoS) Design Software

Background
The U.S. Army Corps of Engineers (USACE), specifically the Huntsville Engineering and Support Center (CEHNC), is responsible for assisting military agencies with the design of live fire training ranges.

The Ranges Training and Land Program (RTLP) serves as the Mandatory Center of Expertise (MCX) for USACE, ensuring that designs meet interface and standardization requirements. This contract aims to procure and renew licenses for a Line of Sight (LoS) engineering application/tool, which is essential for the RTLP mission. Previous software solutions experienced multiple design errors and failed to maintain compatibility with updates from MicroStation and AutoCAD, leading to the decision to pursue a sole source contract with Poly, Inc., whose RangeSight software is uniquely capable of meeting these requirements.

Work Details
The contract involves procuring licenses for RangeSight, a commercial off-the-shelf (COTS) design software application that provides RTLP engineers with tools for validation and analysis of LoS designs on live fire training ranges. The software must maintain 100% compatibility with Bentley OpenRoads Designer CONNECT Edition and Autodesk Civil 3D civil design software tools.

Key functional capabilities include:
1. Operates successfully with or without Bentley OpenRoads Designer or Autodesk Civil 3D installed on the user’s PC.
2. Accepts terrain/surfaces and geometry data from both Bentley OpenRoads Designer CONNECT Edition and Autodesk Civil 3D.
3. Transfers line-of-sight failure locations to Bentley OpenRoads Designer and Autodesk Civil 3D for revisions.
4. Accepts customized parameters for evaluating pass/failure of LoS, including angle of fire, vertical offset from firing points, target points, and terrain features.
5. Provides view shed analysis showing visible downrange areas from each firing line with customizable firing positions.
6. Offers beaten zone analysis to identify impact areas beyond targets and support design features like roads and drainage structures.

Period of Performance
Base period of performance is from September 30, 2025, to September 29, 2026, followed by three optional periods each lasting 12 months.

Place of Performance
The services will be performed at the U.S. Army Corps of Engineers facilities located at Redstone Arsenal, AL.
