RFP Amendment (Posted 16 March 2021)

The RFP is hereby amended to incorporate the following changes:

  • Section L&M has been updated. Section L-2.2 has been updated to clarify that in addition to the SF 33 being required to be submitted that all amendments issued on SF30 documents should be signed as well.
  • The proposal due date of 22 March 2021 by 1200 Mountain Time remains unchanged

  • Section L&M has been updated to provide clarification into Final Proposal Revisions and what would constitute a deficiency during discussions. This posting is for the formal RFP release of the Range IDIQ Support Effort. Refer to this postings attachments for the RFP and other associated documents. The response date to the RFP is 15 March 2021 by 1200 Mountain Time.

Please be advised that in accordance with Section L-1.5(a) offerors shall notify the Government of their intent to provide an oral presentation no later than 30 days after the release of the RFP. This will allow the Government team to schedule oral presentations in advance with prospective offerors.

Background
The Air Force Life Cycle Management Center (AFLCMC PZ) at Hill Air Force Base, Utah is soliciting proposals for the Range IDIQ Support Effort (RISE).
This multiple-award indefinite-delivery/indefinite-quantity (IDIQ) contract will provide on-demand range support services with a combined ceiling of $950 million.
Individual task orders, defined by the First Order Statement of Objectives, will establish minimum quantities.
Funding is not yet available and the Government reserves the right to cancel the solicitation.

Work Details
Contractors will compete for task orders to perform all range support services as detailed in the Performance Work Statement.

Core tasks include:
- Prototyping in accordance with PWS Sections 1.4.1 and 3.2
- Range system design, development, and engineering
- Instrumentation upgrades
- Sustainment engineering
- Test planning and execution
- Data analysis and reporting
- Compliance with Class I ODS substance application/use requirements

Line items include:
- CLIN 0001: Firm Fixed Price prototyping
- CLIN 0002: Incentive Firm Target prototyping
Quantities, deliverables, ACRNs, and prices will be defined at the order level.

Period of Performance
The IDIQ contract’s overall ordering period will be established at award.
Each individual task order will specify its own start date and duration, which will be cited on the order document.

Place of Performance
Work will be conducted at AFLCMC PZ-managed range facilities at Hill AFB, Utah, and at other Department of Defense test ranges as designated in individual task orders.

Bidder Requirements
Offerors must acknowledge and sign all solicitation amendments on Standard Form 30 and complete Standard Form 33.
Contractors should be capable of providing personnel with the required security clearances and technical expertise to meet PWS requirements.
No specific socioeconomic set-aside or additional professional licensure requirements were identified.
