Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 and FAR Part 13.5- Simplified Procedures for Certain Commercial Products and Commercial Services, as supplemented with additional information included in this notice. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2025-05. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation will not be issued. The Government intends to award one (1) firm-fixed price award as a result of this solicitation.

The Government is soliciting a Request of Quote (RFQ). The Government is soliciting for an RFQ. In accordance with FAR 13. 0004, a quotation is not an offer and, consequently, cannot be accepted by the Government to form a binding contract. Therefore, issuance by the Government of an order in response to a supplier's quotation does not establish a contract. The order is an offer by the Government to the supplier to buy certain supplies or services upon specified terms and conditions. A contract is established when the supplier accepts the offer.

The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.

This solicitation requires registration with the System for Award Management (SAM) prior to submission of offer, prior to award, and at time of award pursuant to applicable regulations and guidelines. Registration information can be found at www.sam.gov. All offerors with an invalid or inactive registration will be removed from the solicitation as ineligible to participate for award.

For supply items identified in the Performance Work Statement (Technical Exhibit #1)
Offeror may submit quotes for alternate brand name items if a specific brand name was identified, provided those items meet all of the salient physical, functional, or performance characteristics specified by this solicitation.

Offeror MUST enter exactly what they are offering for all supply items identified in Technical Exhibit (TE) #1: The government will evaluate the items on the basis of information furnished by the Offeror or identified in the quote and reasonably available to the government. The government is not responsible for locating or obtaining any information not identified in the quote. Please see Technical Exhibit #1 for specifications. All items, if applicable, shall identify Brand Name and/or Models must have an official specification sheet, brochures, and any other supporting documentation related to custom features included in the submission.

Acceptance of an award certifies that the contractor will comply with FAR 52.222-50 Combating Trafficking in Persons by notifying all employees and subcontractors at all levels.

Debriefs are not authorized under this solicitation. In accordance with FAR13.106-3(d) Request for Information, a brief explanation may be provided when requested.

Evaluation for Award
The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: price, technical acceptance and technical approach, past performance, prior experience and price of the item offered to meet the Government requirements.

Equipment Condition

New Equipment ONLY; No remanufactured or "gray market" items. All items must be covered by the manufacturer's warranty.

Line Items Quote MUST be good for 30 calendar days after close of Buy.

Background
The Department of Homeland Security (DHS), Federal Law Enforcement Training Centers (FLETC) is issuing this solicitation for a firm-fixed price contract to support the expansion and conversion of firearms training ranges at the Artesia campus in New Mexico.

The FLETC's mission is to provide law enforcement training to over 124 partner organizations, ensuring effective training programs for personnel who protect the homeland. This contract aims to increase firearms training capacity in response to a surge in U.S. Border Patrol hiring.

Work Details
The contractor will be responsible for supplies and incidental services necessary for the construction of three new firearms training ranges and the conversion of two existing ranges from non-lead to lead training facilities.

Specific tasks include:
1) Range Expansion/Conversion: Phase-In, which involves constructing new ranges;
2) Conversion of Range 7 and Range 8 from non-lead to lead;
3) Berm removal and replacement at two additional locations. All work will utilize in-house government design and federal labor.

Period of Performance
The period of performance for this contract is from September 30, 2025, to January 15, 2026, with a phase-in period authorized prior to beginning Phase 1.

Place of Performance
The geographic location for the performance of this contract is at the Federal Law Enforcement Training Center located at 1131 Chapel Crossing Rd, Glynco, GA 31524.
