Background
The Federal Law Enforcement Training Center (FLETC) is issuing this solicitation for range cleaning and recycling services to ensure a safe, functional, and environmentally compliant training environment. The contract is aimed at maintaining cleanliness in firearms training ranges located in Glynco, Georgia; Artesia, New Mexico; Charleston, South Carolina; and Cheltenham, Maryland.

The contractor will be responsible for removing accumulated frangible bullet dust and lead residue, ensuring compliance with applicable occupational health and environmental regulations.

Work Details
The contractor shall provide professional cleaning services for various types of firearms training ranges, including indoor/outdoor hybrid ranges and fully enclosed indoor ranges that may involve lead-based ammunition. Key tasks include:
1. Cleaning of live-fire training ranges to remove lead dust and particulate accumulation.
2. Conducting targeted lead dust remediation in designated areas to ensure safety and compliance with OSHA, EPA, and DHS standards.
3. Collection, removal, and staging of recyclable materials such as cardboard target debris and expended brass recycling.
4. Maintaining operational readiness and environmental compliance of both live-fire training ranges and support facilities.
5. Ensuring all personnel are medically fit, have necessary clearances, and comply with security regulations before commencing work.

Period of Performance
The contract will have a total period of performance of 60 months, which includes a 15-day phase-in period followed by a base period of 12 months with two 12-month options and a 30-day phase-out period.

Place of Performance
The services will be performed at the Federal Law Enforcement Training Center locations in Glynco, Georgia; Artesia, New Mexico; Charleston, South Carolina; and Cheltenham, Maryland.
