The scope of this effort is to provide key expertise for the Marine Corps Range program which includes, aviation range safety, ground range safety, laser range safety, range certification, Range Facility Management Support System (RFMSS), administrative support, range safety training, Range Managers Tool Kit (RMTK), GIS (Geographic Information Systems) data maintenance and development services, Range Operations Professional Development (ROPD) curriculum development support services, range training systems, and installation range operations support that have multi-service experience with class instruction, range integration, range certification, and airspace/Federal Airspace Administration (FAA) workflows. These services will provide the required expertise and support for the modernization, upgrading, transformation, safety, and sustainment of USMC Operational Training Ranges.

The purpose Amendment 0001 is:
1. To revise the title of SubCLINs 0001AL, 1001AL, 2001AL, 3001AL, and 4001AL from Financial Management to RTAM Range Training Systems Support IAW PWS para 6.11 and;
2. To add SubCLINs 0001AN, 1001AN, 2001AN, 3001AN, and 4001AN for RTAM Service Level Analytical and Documentation Support IAW para 6.13.

The purpose of Amendment 0002 is to provide an answ er to the vendor question received.

Background
Combat readiness is of the utmost importance to the Marine Corps. RTAM is responsible for the development and implementation of institutional programs to sustain, upgrade, and modernize Marine Corps training ranges that support the achievement and maintenance of combat readiness. RTAM is the resource sponsor for institutional range programs. RTAM provides for Range and Training Area (RTA) management through a myriad of functions/programs such as range safety, range maintenance/sustainment, range control management/instruction, and financial support.

Tasked with those responsibilities, RTAM executes requirements as derived from numerous Marine Corps Orders and directives that delineate the responsibilities and requirements for range safety and operations.

Work Details

These services will provide the required expertise and support for the modernization, upgrading, transformation, safety, and sustainment of USMC Operational Training Ranges.

Period of Performance
The performance work statement does not specify a single date point for the period of performance but mentions that the majority of the work shall be performed on normal Government workdays between the hours of 0700 and 1630.

Place of Performance
The primary place of performance shall be at the Contractor's off-base facility with off-installation office spaces available at the time of award. It is anticipated to have multiple daily meetings for individual requirements biweekly at the contractor off-installation office spaces as well as on-site progress meetings with TECOM Government personnel on MCB Quantico, VA.
