Railroad Track Maintenance and Repair in the Hampton Roads Area of Virginia   3

Background
The Naval Facilities Engineering Systems Command (NAVFAC) Mid-Atlantic Division is issuing this solicitation for facility investment services focused on the regional maintenance and repair of railroad, ground level, and elevated crane rail systems at the Norfolk Naval Shipyard and its annexes in Portsmouth, VA, as well as other naval installations within a 50-mile radius.

The goal of this contract is to ensure the operational readiness and safety of these critical infrastructure components.

Work Details
The contractor will be responsible for providing all labor, management, supervision, tools, materials, equipment, and other necessary items to perform the following tasks:
1. Recurring Work: Conduct regular maintenance and repairs on railroad systems at specified locations.
2. Non-Recurring Work: Address specific repair needs that arise outside of regular maintenance schedules.
3. The work includes but is not limited to:
- Maintenance of ground level and elevated crane rail systems.
- Compliance with performance-based specifications outlined in the Performance Work Statement (PWS).
- Submission of detailed monthly reports allocating work performed by Contract Line Items (CLINs) and Sub-Line Items (SLINs).
- Adherence to quality control measures as specified in the contract clauses.

Norfolk Naval Shipyard and Annexes, Portsmouth, VA, along with other naval installations within a 50-mile radius.
