OFFERORS MUST sign/price and return a copy of the solicitation, amendment 0001, amendment 0002 and conformed copy of the solicitation as part of their quote.

Background
The Letterkenny Munitions Center (LEMC), located in Chambersburg, PA, is seeking to contract with a vendor to provide railroad switching services. This service is critical for the movement of munitions and other military rail requirements within the installation complex, which consists of railroad tracks, switches, and associated facilities essential to railroad operations.

The contractor will ensure compliance with state and federal safety regulations and maintain the integrity of the rail network owned by the U.S. Government.

Work Details
The contractor shall furnish all labor, materials, and equipment necessary to perform rail car loaded and unloaded movement services as specified in the Performance Work Statement (PWS) paragraphs 5.1 through 5.2.6. The contractor must respond to movement requests within 24 hours and be able to execute call-out services within 4 hours for special conditions.

Specific tasks include:
1. Providing personnel, equipment, tools, materials, supervision, quality control, and non-personal services necessary for railroad switching services.
2. Ensuring adequate and dependable railroad switching services for military rail movement requirements.
3. Complying with all applicable state and federal safety laws/codes.
4. Being responsible for any loss or damage to government property resulting from negligence or misconduct.

The services will be performed at Letterkenny Munitions Center located in Chambersburg, PA.
