Description

Private Security Contractors (PSCs) contracted by the U.S. Government
(USG) operate as one means of a whole-of-government approach to support peace
and stability initiatives in areas of armed conflict, post-conflict, comparable situations
and in peace/routine garrison operations. Where military or other government security
forces are unavailable, insufficient, or inappropriate, PSCs protect relief, recovery,
reconstruction activity from theft, extortion, vandalism, terrorism, and other unlawful
activities in addition to emergent security requirements in stable garrison
environments, Outside the Continental United States (OCONUS). This encompasses
planned security initiatives, capacity-building efforts, and support for ongoing stability
and peacekeeping operations. Effective discipline, training, and oversight of USG
contracted PSCs builds the confidence of the local population, reduces the risk of
civilians and civilian activities becoming targets, and supports the restoration or
protection of the rule of law. To accommodate this objective, this performance-based
statement of work provides a full spectrum of private security functions in support of
contingency operations, other significant military operations, humanitarian, and peace
operations, exercises or garrison operations.

Background
The U.S. Government (USG) and partner nations require physical security at Royal Air Force Blenheim Crescent (RAFBC) and wish to fulfill this need via contracted security services. Private Security Contractors (PSCs) are employed as part of a whole-of-government approach to support peace and stability initiatives in areas of armed conflict, post-conflict situations, and routine garrison operations. PSCs are tasked with protecting relief, recovery, and reconstruction activities from various unlawful activities, thereby supporting ongoing stability and peacekeeping operations.

Work Details
The Contractor shall provide all management, tools, supplies, equipment, and labor necessary to perform armed or unarmed security guard services and protective security services. Specific tasks include:

1. Fixed Guard Services:
a. Preventing unauthorized access to government facilities through necessary force.
b. Protecting government facilities against criminal acts, including terrorism.
c. Deterring damage and theft of government property.
d. Maintaining order within designated areas.
e. Providing immediate warnings of threats to personnel and property.
f. Responding to crises effectively.

2. Access Control Points (ACPs) and Entry Control Points (ECPs): Guards will be assigned to control access and exit points, conducting screening of personnel, vehicles, and packages to prevent unauthorized entry.

Period of Performance
The contract will be performed continuously as required, including 24/7 coverage throughout the year.
