This pre-solicitation meets requirements FAR 5.102, 5.207. describes the specifications, technical data, and pertinent information of a future government contract action on this approved government point of entry. Our agency will request quotations from responsible vendors to manufacture and deliver three (3) ground-based Radomes to Fort Carson, CO. Delivery date to Fort Carson, CO will be an evaluation factor. The radomes must arrive at Fort Carson, CO such that the radomes are in crates or otherwise prepared for shipment to and overseas location by the Government. On or about April 15th, 2024, 10:00 EST the solicitation will be a 100% set aside for an SBA Certified Women Owned Small Businesses, certified for NAICS code 334290.

Communication, clarifications, industry input, design improvement collaboration before the award is encouraged. Our agency announcement provided the maximum period for bid submission to increase competition, assist all small business concerns, broaden industry participation, improve the quality of the product, and increase competition. and alternate offers may be considered if advantageous to the government.

The Radomes should not hinder operation of the outdoor signal system and protect it from outdoor elements. Specifications in the requirements document and measurements in the radome sketch PDF attachments shall be met.

The contract will be awarded using simplified acquisition procedures, structured as firm fixed price contract. Delivery to Fort Carson, CO must be included in the price of the CLIN.

***Anticipated proposal preparation instructions:

Offerors must provide prices for CLIN 0001 Radomes (3 ea.) delivery to Fort Carson, CO included. The offeror must also submit their proposed conceptual design to closely or exactly match the build schematics in the attachment, the identification and successful proposal for the completion of every specification listed in the requirements document attachment, the anticipated delivery date to Fort Carson, CO., a delivery plan, detailed packaging description for the three radomes for the shipment and arrival to Ft. Carson per requirement number fifteen (15), a quotation number, and state how long the quotation is valid until. Pay special attention to provide all information listed in FAR 52-212-1 (b). Failure to submit the information set forth herein for the evaluation may render the proposal non-responsive.

The offeror's proposal shall specify who/ which company will do the work, who will design, build and ship the radomes along with their small business size/ status for NAICS 334220 if any performance, design, manufacture or shipment is performed by a company other than the bidder. The contractor and ensure that all work proposed is to be done in accordance with (IAW) federal, state, local codes, and industry standards. Special attention is directed to FAR 52-212-1 (b). Failure to submit the information set forth herein for the evaluation may render the proposal non-responsive.

Offeror shall include a completed copy of the provision at FAR 52.212-3, Offeror Representation and Certifications-Commercial Items, with its offer or the offeror's representations and certifications must be current in the Online Representations and Certifications Application (ORCA) or System for Award Management (SAM) website.

This requirement is a 100% woman-owned small business set-aside. Contract will be awarded as a firm-fixed-price contract.

52.212-2 Evaluation--Commercial Products And Commercial Services (Nov 2021)

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers and are listed in descending order of importance.

(1) Technical - technical acceptability and capability of the products, materials, or items and installation work or services offered to meet the Government requirement based upon attachments one and two.

(2) Socioeconomic status - This requirement is set aside for woman-owned small business. If no valid quotes are received from woman-owned small business, this requirement will be resolicited on SAM.gov.

(3) Delivery date - The Required Delivery Date (RDD) to Fort Carson, CO is 30 SEP 2024. If unable to make the RDD, specify your expected delivery date in the proposal. Offers with an RDD beyond 30 SEP 2024 may be considered and evaluated; but shall be evaluated as less advantageous to the government.

(4) Total Price, for the project described in CLIN 0001, most advantageous price considering all other factors.

(b) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

SOW:
- Suitable sized Radome constructed with RF Transparent material (installed with riser wall, personnel and trailer access vestibule, fall arrest points, and APEX maintenance point).
- Radome size to be contractor designed and defined to adequately house trailer mounted antenna with deployed dimensions shown in the outline drawing attachment (250 inch height minimum).
- Radome construction shall be of fire retardant materials (per ASTM D6413‐99 and ASTM E84‐18).
- Radome material shall have <2.0 dB transmit loss at UHF through Ka‐bands (0.3 to 40 GHz).
- Radome structure must have wind rating of at least 60 mph sustained and gusting to 90 mph.
- Radome material shall have an operational temperature range of ‐30° C through +50° C.
- Radome structure shall be capable of Solar load of 300 BTUs per square foot.
- Radome structure shall be capable of Ice and snow load of at least 10 pounds per square foot.
- Radome structure shall provide a fixed input and exhaust port suitable for contractor provided HVAC unit flexible duct.
- Radome structure shall provide a personnel and trailer access vestibule with minimum of 12'h X 12'w X 5'd. The vestible shall provide various features including roll-up type stowed trailer access door, personnel access door, cable access run/port at ground level, spare panels, FAA/ICAO Low Intensity Obstruction Warning Light – LED (NVG/NVIS: Compatible), Lightning Protection System with a Single air terminal, LED Interior Lighting System, HVAC Unit (skid‐mounted w/flexible ducting from HVAC) operating range 0° to 40°C.
- The contractor shall provide the Instruction Manual for Installation and Deinstallation of the radome as well as the Operation and Maintenance Manual for the radome.
- The contractor shall provide a list for a Basic Tool kit for operator repairs.
- The radome shall include mounting points for standard battery powered smoke detector and standard battery powered smoke detector.
- Total cost/bid of the radome must include shipping.
The contractor shall ensure radomes are packed in manner for onward overseas shipment (i.e. skidded, crated, boxed, and be able to be easily handled with MHE).

Period of Performance
On or about April 15th, 2024 is the due date.

Place of Performance
The product will be delivered to Fort Carson, CO.
