1. The U.S Army Contracting Command - New Jersey (CCNJ), on behalf of the Program Executive Office Combat Support & Combat Service Support (PEO CS & CSS) and Project Manager Force Protection (PM FP), intends to issue a solicitation for the follow-on production, test, delivery, and maintenance support of the Radio Test Set TS-4549/T.

2. This requirement includes the associated program management, engineering support, acquisition logistics, radio systems Application Program Sets (APSs), and warranty requirements.

The aforementioned items will be procured using the following quantity ranges:

Initial Production Units Radio Test Set TS-4549/T Definite Quantity of 20

Production Units Radio Test Set TS-4549/T: Ranges 10-50, 51-100, 101-200, 201-300, 301-400, 401-500.

Engineering Support To be determined on an order basis.

Contractor Storage: Ranges 20-50, 51-100

Recalibration and Software Updates: Ranges 20-50, 51-100

TS-4549/T Spares and Accessories: Ranges 1-25,26-50, 51-100, 101-150, 151-200.

Application Program Set (APS) Radio Systems: Ranges 1-97

APS Support Cables: Ranges 10-50, 51-100, 101-200, 201-300, 301-400, 401-500.

Extended Commercial Warranty: Ranges vary. Please reference RFP attachment 0015 TS-4549T Price Matrix.

3. In accordance with 10 U.S.C 4022(f)(2), this acquisition for follow-on production is being restricted to the following source: Astronics Test Systems Inc, Orlando, FL 32826. The Government intends to fulfill this requirement with a five (5) year, Firm Fixed Price (FFP) Indefinite Delivery Indefinite Quantity (IDIQ) contract, including an option to extend the term of the contract for an additional two (2) years, for the production, test, delivery, and maintenance support of the Radio Test Set TS-4549/T, hereinafter referred to as the TS-4549/T. This requirement includes the associated program management, engineering support, acquisition logistics, radio systems Application Program Sets (APSs), and warranty requirements.

4. The Contractor shall be responsible for providing all materials, equipment, hard tooling, personnel, and facilities necessary to manufacture, produce, and deliver the types and quantities of deliverables specified by the contract for the production of the Radio Test Set TS-4549/T. The production, inspection, testing and delivery of the above items shall be in accordance with the Statement of Work, TS-4549 Prototypes Facility of Use (FOU) Evaluations/Early Test User Comments, Performance Specification MIS-PRF-60487C. All units shall comply with the TS-4549/T prototype V1. The North American Industry Classification (NAICS) Code for this procurement is 3345156, Instrument Manufacturing for Measuring and Testing Electricity and Electric Signals.

5. The period of performance for this requirement will be five (5) twelve (12) month ordering periods. Upon exercise of the included option, the period of performance will be increased to seven (7) twelve (12) month ordering periods

6. THIS NOTICE DOES NOT CONSTITUE A REQUEST FOR PROPOSAL (RFP)/solicitation. Responses to this announcement are not proposals and cannot be accepted by the Government to form a binding contract. This is not a guarantee of a future RFP/solicitation or an award. This notice should not be construed as a commitment of any kind by the U.S. Government.

7. Proposals will be required within fourteen (14) calendar days from issuance of this combined synopsis/solicitation.
