Sources Sought Multiband Radio Communication System

The purpose of this synopsis is to gain knowledge of potential sources for this requirement, including interested Small Business sources. This notice is for planning purposes only. All interested parties should respond.

The USPFO-AL is seeking sources that can provide multiband radio systems and operator training services to support the Alabama Army National Guard. This includes, but is not limited to, radios and accessories that meet or exceed the capabilities of the Harris XL 200M and XL 200P, and the ability to provide on-site setup, programming, and training on a schedule determined by the unit.

Minimum Technical Requirements:

  • Radio System Requirements:
  • Mobile/base station radio with cabinet enclosure.
  • Outdoor tri-band antenna (136 960 MHz) with N-female connector.
  • External speaker and desk microphone.
  • Capable of transmitting and receiving across VHF, UHF, 700/800 MHz (HF optional).
  • P25 Phase 1 and Phase 2 compliant.
  • AES-256 encryption.
  • Fully programmed and operational upon delivery.
  • Handheld Radio Requirements:
  • Multiband portable radios (VHF, UHF, 700/800 MHz).
  • Accessories: external speaker/mic, chargers, belt clips, extra batteries.
  • P25 Phase 1 and 2, AES-256 encryption.
  • Fully programmed and ready for use.
  • Training and Support:
  • Vendor must conduct on-site operator training for up to 15 personnel.
  • Training must be available during nights/weekends, based on unit operational tempo.
  • All labor, travel, and coordination included.

Interested parties shall submit no more than five (5) typewritten pages, including past performance with both Government and private industry. Past performance should indicate whether you were a prime or subcontractor and include a point of contact for any prime contractor listed.

If you are an interested party who can provide some, but not all of the requested services, please explain the limiting factors (e.g., lack of GSA schedule, inability to support training requirements, etc.).

If adequate small business responses are not received, this requirement may be advertised as unrestricted.
