NON-COMPETITIVE SYNOPSIS - NASA/MSFC has a requirement for Radio Frequency Induction Plasma Spheroidization Machine.

MSFC will be negotiating with Tekna Syst mes Plasma, Inc. for these products. This effort will procure a Tekspero-15: 15 KW Plasma Equipment for Powder Treatment Application. The Tekspero-15 is a system that transforms agglomerated and angular powder material into spherical powders that are suitable for powder metallurgy applications. The unit uses radio frequency (RF) or high frequency (HF) discharges to generate a plasma field through electromagnetic coupling of electrical energy. Powder spehriodization is a niche market and no other vendors for a lab-scale spheriodization unit could be found. Tekna Plasma Systems Incorporated is the only vendor to offer a spheriodizing unit using induction plasma torch technology with patented ceramic confinement tubes allowing for the production of spherical powders with higher purity. Powder quality is critical for the required NASA applications that this system is being procured to enable.

The Government intends to acquire a commercial item/service using FAR Part 12.

Interested organizations may submit their capabilities and qualifications in writing to Rayne Ivey at rayne.l.ivey@nasa.gov or fax to 256-961-9604 no later than 4:30 p.m. local time on 08/03/2018. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.

All responsible sources may submit an offer which shall be considered by the agency.
