Description

This announcement constitutes a Request for Information (RFI Number 697DCK-26-RFI-RDPP). This is NOT a Request for Proposal.

The FAA is seeking capable respondents who demonstrate in their responses capabilities to support the objectives of this RFI. Responses provided will be reviewed in accordance with the RFI. Companies interested in responding to this request for information should send their response as well as comments or questions to Mrs. Kristin Frantz at Kristin.T.Frantz@faa.gov and Mr. James Nguyen at James.T.Nguyen@faa.gov. All responses must be received no later than 3:00 PM ET on July 27, 2026. All questions and comments must be in writing, no telephone calls.

The Government will not pay for any information received in response to this request, nor will the Government compensate any respondent for any costs incurred in developing the information provided to the Government. Please mark PROPRIETARY on all documents submitted as necessary.

Background
The Federal Aviation Administration (FAA) is issuing this Request for Information (RFI) as part of the Radar Data Pilot Program (RDPP), mandated by the FAA Reauthorization Act of 2024.

The RDPP aims to provide qualified users access to radar data feeds containing Sensitive Unclassified Information (SUI) and Controlled Unclassified Information (CUI) to support Air Traffic Management (ATM) and Unmanned Aircraft System (UAS) Traffic Management (UTM) services. The FAA will collaborate with the Department of War and other federal agencies to identify qualified users among interested vendors.

Work Details
The RFI seeks to survey the marketplace for potential qualified entities capable of utilizing airspace data feeds related to air traffic within the National Airspace System (NAS). Interested parties must demonstrate their ability to meet 'need to know' and 'duty to protect' requirements for accessing sensitive radar data.

Applicants are required to submit a completed FAA Form 1200-5, NAS Data Release Request, detailing their request for specific FAA radar facility identifiers and their compliance with security requirements outlined in NIST SP 800-171. Additionally, applicants must provide a Concept of Operations (CONOPs) document that includes business goals, proposed use of FAA NAS radar data, geographic locations for each use case, technical approaches, operating procedures, key metrics, airspace plans, data management plans, and stakeholder relationships.
