West LA EUL Support Services Contract COR: De Carol Smith   2

Background
The Department of Veterans Affairs (VA), Program Contracting Activity Central (PCAC) is issuing a solicitation for a Firm-Fixed-Price contract for the West Los Angeles Enhanced-Use Lease (EUL) Support Services. This contract is aimed at supporting the VA Office of Asset Enterprise Management (OAEM) in managing construction documents and activities related to utility work. The contract is set aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB).

Work Details
The contractor will be responsible for various tasks including: ensuring lien releases from subcontractors and general contractors, verifying performance bond status, summarizing change orders, maintaining insurance certificates, managing utility license/easement packages, conducting inspections, resolving punch list items, and providing final commissioning reports or acceptance testing reports.

The contractor will also review and summarize construction documents and activities over a period of up to 90 reports over 3 years. Additionally, the contractor will coordinate final end-of-construction reports for up to 10 projects per year over 3 years, and collect final as-built documentation for these projects.

Due diligence tracking support is required where the contractor will manage incoming requests from EUL developers and prepare management plans as necessary. Performance measures include providing a Quality Assurance Plan and Metrics Plan to ensure quality improvement and performance measurement throughout the contract.

Period of Performance
The contract will be performed over a period of 3 years.

Place of Performance
The work will primarily take place in West Los Angeles, California.
