Description

THIS IS A SOURCES SOUGHT FOR MARKET RESEARCH PURPOSES ONLY to determine the availability of potential Service-Disabled Veteran-Owned Small Businesses (SDVOSB) or Veteran-Owned Small Businesses (VOSB), Women Owned Small Businesses (WOSB) or any other small business firms for a small business category type set-aside. The Department of Veterans Affairs, Network Contracting Office (NCO) 21, is conducting market research to determine potential sources that possess the skills, capabilities, and experience necessary to provide Furniture, Fixtures and Equipment (FF&E) Support Services including furniture installation, moves, minor repairs, inventory management, IT field technician, electrical and data, carpentry, plumbing, commercial painting, flooring installation, activation/deactivation project management, and warehousing support services to supplement existing capacity at all project and facility request levels for VA Palo Alto Health Care System (VAPAHCS), 3801 Miranda Ave, Palo Alto, CA 94304. The performance period is anticipated to include a Base Year plus Four (4) Option Years for a firm fixed price contract. It is anticipated that the period of performance will begin on October 1, 2023. If a new contract is awarded, it is anticipated that the Contractor will need to re-locate all existing Government Property from the existing warehouse to the Contractor s own warehouse. All questions shall be submitted in writing to Cindy.Smith@va.gov Organizations responding to this RFI should provide the company s capabilities to perform this requirement. The North American Industry Classification System (NAICS) code is 561210 and the small business size standard is $41.5 million. The information received as a result of this notice will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the VA not to open the requirement to open competition, based on responses to this sources sought synopsis is solely within the discretion of the VA. The Government does not intend to pay for any information provided under this sources sought synopsis. The Capabilities Statement for this sources sought is not expected to be a Proposal, nor does it restrict the Government to an ultimate acquisition approach, but rather short statements regarding the company s ability to demonstrate experience in relation to the areas specified herein. All information received in response to this sources sought notice will be marked as proprietary and will be handled accordingly. This synopsis is for information and purposes only and is neither to be construed as a commitment by the Government. Respondents will NOT be notified of the results of the evaluation. Capability Statements should include the following: Identify geographical areas your company currently services. Identify Existing or Potential Warehouse Locations you own or are able to lease. Indicate prior experience for same/similar service in the VA Palo Alto geographical areas, or other densely populated areas of a similar size. If the experience is through government contract, please identify the contract number. Identify generally what administrative resources your organization has in the areas identified. For example, identify offices located in the identified region. Explain how your organization can rapidly fill the required positions described in the Performance Work Statement. Please provide pricing for market research purposes for the positions described at the various locations. Ensure the pricing information includes the regular hourly rate, overtime rates, and holiday rates. **NOTE: Dept. of Veterans Affairs has the right to set aside for SDVOSBs/VOSBs if two or more responses are received with the required information listed above, by the due date specified below. Only firms seriously interested and truly capable of providing services in this sources sought notice must be sent via email to Cindy.Smith@va.gov no later than 10:00AM Hawaii Standard Time April 14, 2023 as specified above.
Background

Work Details
The work includes providing FF&E Support Services such as furniture installation, moves, minor repairs, inventory management, IT field technician services, electrical and data services, carpentry services, plumbing services, commercial painting services, flooring installation services, activation/deactivation project management services and warehousing support services. Additionally, the contractor shall attend transition meetings with the VA COR and the Successor-Contractor to plan and initiate the transition; track and report the transition progress; complete and close out the transition; meet and maintain all performance measurements outlined in the Performance Work Statement throughout the entire 12-month period of performance; remove all VA property from Contractor’s premises and transport to Successor-Contractor’s premises; provide a comprehensive information package including a complete inventory list of all VA property; past and scheduled shipments; product warranty information in an encrypted digital file compatible with the VA government network; provide no less than (3) iterations of the comprehensive information package per the listed requirements at the 3, 6, and 9-month intervals of the period of performance.
