Secure Shredding Contract Overton Brooks VAMC Amend 1

This is a Set-Aside Service Disabled Veteran Owned Small Business (SDVOSB) Request for Quote (RFQ). The government anticipates awarding a firm-fixed price contract resulting from this solicitation. All respondents must have an active registration in the System for Award Management (SAM) at www.sam.gov. Interested SDVOSBs must be listed and certified at SBA Veteran Small Business Certification (VetCert) https://veterans.certify.sba.gov/ to receive contract awards. The Department of Veterans Affairs, Network Contracting Office 16, is soliciting offers for Secure Shredding. The Contractor shall provide Secure Shredding Services in accordance with the details outlined in the Performance Work Statement (PWS). Work will be performed for the Overton Brooks VA Medical Center 510 East Stoner Avenue, Shreveport, LA, 71101. Background
The Department of Veterans Affairs, Network Contracting Office 16, is soliciting offers for Secure Shredding Services. This contract is set aside for Service Disabled Veteran Owned Small Businesses (SDVOSB) and aims to provide secure document destruction services for the Overton Brooks VA Medical Center located in Shreveport, LA. The contractor will be responsible for ensuring the confidentiality and proper destruction of sensitive documents as part of the Veterans Health Administration's commitment to information security.

Work Details
The contractor shall provide all labor, personnel, equipment including confidential containers (consoles/bins), supplies, secured vehicles, materials, supervision, and other related services necessary to provide on-site commercial document destruction services in Louisiana, Arkansas, and Texas. The contractor must ensure the confidentiality of all information designated for shredding and shall not inspect or examine any confidential material.

Services will include:
- On-site facility shredding services for the main medical center and five secondary locations with a minimum of 160 secure receptacles provided by the contractor.
- Destruction of paper items such as classified administrative papers, sensitive documents, hard bound journals, magazines, white papers, and mixed paper.
- Destruction of non-paper items such as backup magnet tapes, floppy disks, DVDs, CDs, VHS tapes, printer ribbons, memory cards, and film cans.
- Regularly scheduled pickups every other week to manage approximately 36,000 pounds of paper per month that requires destruction.

Period of Performance
Base Period: 01/18/2026 - 01/17/2027 with four (4) twelve-month option periods extending through 01/17/2031.

Place of Performance
Work will be performed at the Overton Brooks VA Medical Center located at 510 East Stoner Avenue, Shreveport, LA 71101 and additional locations in Louisiana, Arkansas and Texas.
