Background
The Department of Veterans Affairs (VA) is seeking to procure subscription services for EBSCO Consolidated CINAHL Medline PBSC. The goal of this contract is to provide access to proprietary digital content that is essential for the VA's operations. The agency has determined that due to the proprietary nature of the required products, there are no viable opportunities for Small Business participation as prime contractors or subcontractors.

Work Details
The contractor will be responsible for delivering licensed digital content, specifically CINAHL Ultimate, Medline Complete, and the Psychology & Behavioral Science Collection (PBSC), which are exclusively produced and distributed by EBSCO Information Services.

The contractor will not provide ancillary services such as installation, configuration, maintenance, or support, as these are not applicable to this contract. The VA has conducted outreach efforts to identify potential small business participation but concluded that no small businesses can meet the performance requirements due to the proprietary nature of the products.

Period of Performance

There are no set-aside opportunities for Small Businesses as they cannot meet the performance requirements. Additionally, bidders must demonstrate capability in providing subscription services without subcontracting any portion of this service.
