Background
The Department of Veterans Affairs, specifically the Richard L. Roudebush VA Medical Center in Indianapolis, IN, is seeking to procure research transcription services. This contract aims to support the VA's mission by providing accurate and timely transcription of audio recordings related to various research projects conducted by VA researchers. The solicitation is set aside for 100% Service-Disabled Veteran-Owned Small Business (SDVOSB) concerns.

Work Details
The contractor will provide transcription services for multiple research projects, which includes:
- Transcribing audio files provided by researchers in Microsoft Windows Media Player compatible format into Microsoft Word format.
- Ensuring transcripts are verbatim records of recorded interviews, formatted according to specifications from the research team.
- Handling varying volumes of work and maintaining staff availability for rush requirements or high-volume periods.
- Returning completed transcriptions within 21 calendar days or within 10 calendar days for rush jobs.
- Maintaining compliance with VA privacy and security regulations, including entering into a Business Associate Agreement (BAA).
- Enhancing audio quality as necessary for accurate transcription and identifying inaudible sections appropriately.
- Providing transcripts free of spelling and grammatical errors unless verbatim errors are present in the audio recordings.

Period of Performance
The contract will be performed over a base period from September 1, 2024, through August 31, 2025, with four one-year option periods extending through August 31, 2029.

The services will be performed at the Richard L. Roudebush VA Medical Center located at 1481 W 10th Street, Indianapolis, IN 46202.
