Background
The Department of Veterans Affairs (VA) is seeking to procure courier services for laboratory specimens, pharmaceuticals, and supplies across eight VA Medical Centers and Community-Based Outpatient Clinics located in Wisconsin, Illinois, and Michigan. The goal of this contract is to ensure safe and timely transportation of critical medical materials while adhering to all applicable regulations.

Work Details
The contractor will be responsible for providing all labor, supervision, transportation, fuel, insurance, and equipment necessary for courier services. Key tasks include:
- Transporting laboratory specimens, pharmaceuticals, microbiology cultures, reagents, and supplies between designated facilities.
- Complying with Department of Transportation (DOT) and Occupational Safety and Health Administration (OSHA) regulations.
- Maintaining a reliable tracking and communication system to monitor the real-time location of each driver during route performance.
- Providing an emergency contact to address concerns during transport.
- Supplying vehicles that meet DOT requirements and ensuring they are equipped to maintain the integrity of transported items at required temperatures.
- Ensuring all personnel are trained in relevant safety regulations including DOT Hazardous Materials Regulations and HIPAA compliance.
- Implementing a Quality Assurance Plan (QASP) to monitor performance against established objectives such as maintaining the safety of government property and ensuring timely deliveries.

Period of Performance
Base period from April 1, 2026, to September 30, 2026, with options for three additional years.

Place of Performance
Services will be performed at various VA Medical Centers and Community-Based Outpatient Clinics located in Wisconsin, Illinois, and Michigan.
