Background
The Department of Veterans Affairs (DVA) is seeking Lab Courier Services to support Lab/Pathology Departments within VISN 1. The contract will result in a Fixed Price Multi-award Blanket Purchase Agreement with a period of performance of 5 years using individually funded task orders. The contractor is required to provide all personnel, equipment, tools, materials, vehicles, and supervision necessary to perform the services as outlined in the attached Performance Work Statement, as well as comply with local, state, and federal regulations.

Work Details
The contractor shall provide local courier delivery services for various locations in Rhode Island, Vermont, New Hampshire, Connecticut, and Massachusetts. The services include transporting VA specimens, supplies, and materials; picking up from other VA and non-VA facilities and delivering to various locations on an emergency or as-needed basis; proposing a schedule of pick-ups and deliveries that meets the Government’s needs; providing routine, STAT, and emergency transportation on a 24/7 basis including Federal and State Holidays; and adhering to specific weight limits for transported items.

The contractor is expected to meet the requirements outlined in the Performance Work Statement.

Period of Performance
The contract period is for 5 years starting from August 1, 2024, to July 31, 2029.

Place of Performance
The geographic locations where the services will be performed include Rhode Island, Vermont, New Hampshire, Connecticut, and Massachusetts within a 50-mile radius of the requesting site.
