Background
The Department of Veterans Affairs, specifically the Veteran Healthcare System of Indiana, is seeking a contractor to provide lab and pharmacy courier services. This contract aims to ensure timely and secure transportation of laboratory samples, supplies, and pharmaceuticals across various VA facilities. The procurement is set aside 100% for Service Disabled Veteran Owned Small Businesses (SDVOSBs) and will be executed as a single award Blanket Purchase Agreement (BPA) for one base year with four option years.

Work Details
The contractor shall provide scheduled courier services for laboratory samples and supplies, as well as unscheduled stat and routine courier runs for pharmacy and other departments. The vendor must supply all necessary labor, vehicles, transportation, information security, and insurance to facilitate these courier services. Specific tasks include:

1. Transporting small to medium prepackaged containers or coolers containing laboratory specimens, supplies, or pharmaceutical medications.

2. Handling shipments that may include envelopes, boxes of mail/supplies, and medical records.

3. Ensuring compliance with HIPAA regulations regarding the privacy and security of protected health information (PHI).

4. Adhering to Joint Commission accreditation regulations and all applicable Federal, State, and local laws during service provision.

5. Reporting any difficulties or deficiencies in service delivery to the Contracting Officer promptly.

Place of Performance
Services will be performed at multiple locations including: Richard L. Roudebush VA Medical Center in Indianapolis, IN; Lafayette VA Outpatient Clinic; Terre Haute VA Outpatient Clinic; Wakeman VA Outpatient Clinic; Martinsville VA Outpatient Clinic; Brownsburg VA Clinic; VA Domiciliary Residential Rehabilitation Facility in Indianapolis; Shelbyville VA Outpatient Clinic; Bloomington VA Outpatient Clinic.
