Background
The Department of Veterans Affairs (VA) is issuing a five-year Indefinite Delivery/Indefinite Quantity (IDIQ) contract for courier services, specifically for the transportation of Reusable Medical Devices (RMD) between the Wilkes-Barre VA Medical Center (WBVAMC) and the Allentown Outpatient Clinic (AOPC).

This contract aims to ensure safe and compliant transport of both contaminated and sterile medical devices, adhering to strict environmental and safety standards.

Work Details
The contractor shall provide daily courier services to transport both contaminated and sterile RMD between WBVAMC and AOPC. Key tasks include:
1. Drop off contaminated RMD and pick up sterile RMD from WBVAMC by 2:00 PM.
2. Drop off sterile RMD and pick up contaminated RMD from AOPC by 3:30 PM.
3. Ensure drop off of contaminated RMD to WBVAMC by 5:00 PM.
4. Utilize environmentally controlled vehicles that maintain temperatures between 66-72 degrees Fahrenheit and humidity levels of 20-60%.
5. Maintain physical separation between soiled and sterile items during transport, with appropriate monitoring systems in place.
6. Comply with Department of Transportation regulations for packaging and transporting contaminated items.
7. Provide electronic alerts for environmental deviations during transport, maintain records for three years, and submit monthly logs detailing operations.

Period of Performance
The contract will be effective from March 20, 2025, to March 19, 2030.

Place of Performance
Services will be performed primarily between the Wilkes-Barre VA Medical Center located at 1111 East End Boulevard, Wilkes-Barre, PA 18711-0030, and the Allentown Outpatient Clinic located at 3110 Hamilton Boulevard, Allentown, PA 18103.
