The contractor shall provide courier services for the Rocky Mountain Regional VA Medical Center (RMRVAMC) and outlying RMR VA clinics for base+4 option years. This is a 100% Service Disabled Veteran Owned Small Business set-aside. Review and follow directions in the instructions to offerors and addendum to FAR 52.212-2 evaluation-commercial items. Vendor questions are due by July 31, 2025 at 10am CST.

Background
The Department of Veterans Affairs is issuing this solicitation for courier services to support the Rocky Mountain Regional VA Medical Center (RMRVAMC) and its outlying clinics. The primary goal of this contract is to ensure timely and efficient transport of medical substances, clinical supplies, and office items within a specified radius, thereby enhancing the operational capabilities of the VA healthcare system. This contract is set aside for 100% Service-Disabled Veteran-Owned Small Businesses (SDVOSB).

Work Details
The contractor shall provide all necessary labor, supervision, and equipment/vehicles for scheduled and unscheduled transport of medical substances/items and clinical/office supplies from the VA Eastern Colorado Health Care System (ECHCS) in Aurora, CO, to neighboring medical hospitals and clinics within a 30-mile radius. Services must be provided 365 days a year, including weekends and federal holidays.

The contractor will be responsible for:
- Scheduled pickups and deliveries based on a determined weekly schedule.
- Unscheduled courier runs for urgent needs such as STAT samples or blood products.
- Transporting various items including blood products, patient specimens, reagents, medications, clinic/office supplies, medical instruments, linen, and medical records.
- Ensuring that all pickups are made within 30 minutes of notification by ECHCS staff and deliveries completed within one hour.
- Adhering to specific pickup times from various VA clinics and ensuring timely delivery to RMRVAMC.

Period of Performance
The period of performance for this contract will span five years: from September 27, 2025 through September 26, 2030. This includes one base year followed by four option years.

Place of Performance
The services will be performed primarily at the Rocky Mountain Regional VA Medical Center located at 1700 North Wheeling Street, Aurora, CO 80045, as well as various outlying clinics in the Denver metro area.
