Background
The solicitation is for Pathology and Laboratory Medicine service (P&LMS) VA New York Harbor Health Care System, requiring a courier service contractor to provide 24/7 specimen pickup and delivery. The services involve transportation of Laboratory specimens, Pharmacy products, and Dental instruments to and from VA New York Harbor Healthcare System facilities and New York University-Langone Hospitals. The period of performance is expected to be from May 12, 2023, to May 11, 2028.

Work Details
The contractor shall provide transport of biological specimens, supplies, equipment, and pharmaceuticals between the New York Harbor Healthcare Systems’ facilities and its two CBOCs (Staten Island and Harlem campuses) and the NYU Langone Tisch Hospital. The contractor must ensure safe transportation of items to their destination, comply with federal, state, and local laws regarding the transport of infectious/diagnostic specimens, and ensure drivers are trained in Health Insurance Portability and Accountability Act of 1996 (HIPAA) rules.
The contractor is responsible for providing protection for the items being transported to prevent exposure to weather conditions and ensure items are secured to prevent theft or loss. Additionally, the contractor must notify Pathology and Laboratory Medicine Service within an hour of any delaying incident that may affect their ability to perform contracted requirements.

Period of Performance
The period of performance is expected to be as follows:
Option Period 1 - May 12, 2024 – May 11, 2025;
Base Year - May 12, 2023 - May 11, 2024;
Option Period 2 - May 12, 2025 – May 11, 2026;
Option Period 3 - May 12, 2026 – May 11, 2027;
Option Period 4 - May 12, 2027 – May 11, 2028.

Place of Performance
The services will be performed at VA New York Harbor Healthcare System.
